If your basic training system suffers a cyberattack or data breach, you must notify CAAS and explain what steps you are taking to fix it.

If a reportable safety incident occurs during your drone operation, you must call the CAAS UAS Duty Officer within 24 hours and email a written report within 3 working days.

If you modify your drone's critical systems, weight, or performance, you must provide CAAS with details of your design analysis, acceptance tests, and environmental tests to prove it is still safe to fly.

Before any flight, the operator permit holder must make sure the drone is in a safe, airworthy condition to fly.

All drones and equipment used for training must be maintained according to a formal maintenance plan before they can be used for student flights or tests.

CAAS recommends that BVLOS drone operators set up a reliability program or assessment system to monitor and ensure their drone's maintenance program is working effectively over time.

You must update your company's Operations Procedures to detail how pilots will check trackers, use the FlyItSafe app, follow CAAS instructions, and handle broken trackers.

Training organizations must review their training manual (exposition document) at least once a year to make sure it is up to date and accurate.

Operators must give their pilots copies of the operator and activity permits, technical manuals, standard operating procedures, and any other information needed to fly safely.

The pilot-in-command must make sure the flight crew uses the provided checklists to follow proper operating procedures.

Operators must establish clear flight policies, ensure all crew members are properly trained and healthy, and conduct a thorough safety risk assessment tailored to their specific drone and environment.

If you want to make any changes to your Operations Procedures (except for minor typos), you must submit the updates to CAAS for approval before you can use them. You must also maintain clear revision controls.

If you currently have an approved Operations Manual, CAAS expects you to update and format it as 'Operations Procedures' the next time you renew or modify your Operator Permit.

Training schools must create and maintain an 'exposition document' (a training manual) that details all their training policies, procedures, and course syllabi.

When applying for a new Operator Permit (OP), you must provide an Operations Procedures document that covers your company structure, pilot details, emergency plans, training programs, and how you manage flight and maintenance records.

When preparing your Flight Manual for BVLOS operations, you must define the maximum effective range of your control link, ensuring it includes a safety margin and covers the entire area of operation.

You must document your procedures for maintaining safe separation and avoiding obstacles in the Flight Manual, ensuring you account for the time it takes for the pilot to detect an obstacle, make a decision, and command the drone.

If your BVLOS drone relies on GPS, you must document its accuracy, potential vulnerabilities (like clock errors), and the steps the pilot must take if the GPS signal degrades in your Flight Manual.

Your Flight Manual must detail a strategy for handling a lost control link, which must include an automatic process to quickly re-establish connection with the drone or ground control station.

You must enter your unique CAAS Operator ID into your drone's software, ground control station, or B-RID module. You can find this ID by logging into the CAAS UA registration portal (ESOMS).

Before flying, check the CAAS website to ensure your drone model is officially listed as compliant with Singapore's Broadcast Remote ID (B-RID) requirements.

If you use an external add-on remote ID module, check the CAAS website to confirm that your specific module model is approved for use in Singapore.

If you lend your drone to a friend, it must still broadcast your Operator ID. You should pre-load your Operator ID into the drone before letting them fly it to protect your private secure key.

If your drone weighs over 250g and you are flying outdoors for recreation (up to 25kg), education (up to 7kg), UATO training, or under an Operator Permit with a FlyItSafe waiver, you must use Broadcast Remote ID.

If you hold a UA Operator Permit and Class 1 Activity Permit, you do not need to use B-RID unless CAAS has specifically waived your requirement to use the 'FlyItSafe' mobile app.

You can share a B-RID module with a friend for their drone, but they must configure the module with their own Operator ID (the owner of the drone being flown) before taking off.

If you are using an external B-RID module on your drone instead of built-in capability, you must make sure it is turned on before you take off.

You must not fly your drone unless it has built-in Broadcast Remote ID (B-RID) or a working B-RID module attached that broadcasts your remote ID info during flight. This does not apply to indoor flights or non-registrable drones.

Check the CAAS website to see if your drone or B-RID module is approved. If it is not listed, you must ask the manufacturer to submit a declaration of conformity to CAAS or use an approved external module.

During your pre-flight setup, make sure to enter your unique CAAS Operator ID into your drone's remote ID settings.

When mounting an external Broadcast RID module, place it securely on the top-middle of the drone. Make sure it doesn't block sensors or propellers, and check that the drone still balances properly at its center of gravity.

When using an external Broadcast RID module, make sure to mount it securely on the top-center of your drone. Ensure it does not block any sensors or get in the way of the propellers.

You are strictly prohibited from intentionally broadcasting fake or misleading remote identification information from your drone.

If your drone weighs more than 250 grams, you must purchase and attach a CFMS tracker to it before you can fly under your permit.

Drones weighing more than 250 grams operated under an operator permit must have a CFMS tracking device attached, unless your permit specifically allows you to transmit telemetry data without one.

When operating a drone that requires remote identification in Singapore, the broadcast signal must comply with the European EN 4709-002 standard.

If you are granted a waiver from using the 'FlyItSafe' app in Singapore, you must equip your drone with Broadcast Remote ID if it weighs more than 250g.

If you fly a drone weighing between 7 kg and 25 kg for educational purposes, you must hold both a UA operator permit and a Class 1 activity permit.

You do not need a permit to fly a drone outdoors for fun if it weighs 25 kg or less, you keep it in your direct line of sight, and you follow standard flight rules.

Applying for a cross-border drone permit in Singapore requires a non-refundable application fee of $8,100.

Approved training schools do not need standard operator or Class 1 permits for training flights. However, you must get a Class 2 Activity Permit if training outdoors higher than 200 feet, within 5 km of an airport, or inside restricted airspace.

Make sure to renew your Operator Permit before it expires. If you let it expire, you cannot renew it and must submit a brand-new application from scratch.

If you need to change the dates of your planned activity after submitting your application, you must submit the change within 5 working days, or your application may be rejected.

A training school's approval is valid for up to 1 year. You must apply for renewal online through the CAAS ESOMS portal and pay the required fee.

If an authorised officer asks to see your UA operator permit while you are operating a drone, you must present it to them.

If your company's Unique Entity Number (UEN) changes, you cannot simply update your existing UA Operator Permit (UA OP); you must apply for a brand new permit. If only the company name changes but the UEN stays the same, you can submit a variation with an updated ACRA BizFile.

To get approval to fly over medium or high-risk roads, you must submit a safety assessment proving your drone's low failure rate for your Operator Permit, plus a risk assessment and specific road-crossing procedures for your Activity Permit.

If you are applying for an Activity Permit for a Category 2 flight test (such as production verification), you must submit a comprehensive flight test plan detailing your team, flight path, safety procedures, and emergency cut-off criteria.

If you change your training course, question bank, website system, key staff, or business ownership, you must notify CAAS and apply for a variation approval online. Do not implement these changes until CAAS approves them.

To get BVLOS approval, you must prove your drone is airworthy and your risk mitigations work. You can do this using test flight data, engineering analysis, safety assessments, or design reviews.

Getting a CAAS cross-border permit does not exempt you from other laws; you must independently apply for any other required permits, such as security permits from the Singapore Police Force.

You do not need a permit to fly a drone indoors unless the flight is for an organized sporting event, a public show, or an event attended by more than 50 people.

Your training organization approval is valid for one year. You should apply for renewal through the ESOMS portal at least two months before it expires, providing any updated training materials and login access for CAAS to review your system.

To apply for a drone pilot licence (UAPL), you must pay $500 for your first aircraft category, $200 for each extra category or Class B rating, and $136.25 for the theory test.

A Class 1 Activity Permit is only valid if you also hold a valid UA Operator Permit.

CAAS can reject your application if you do not provide requested information within one month, or if your application (except for BVLOS) remains inactive for three months.

You must pay the required application fee before the authority will process your application for a drone permit, licence, or registration.

Plan ahead for your flights: CAAS typically takes 10 working days to process an Operator Permit, 5 working days for an Activity Permit, and 7 working days for a tracker.

If the Authority issues a directive to you as a holder of an aviation safety instrument (such as a drone permit), you must comply with that directive immediately once it takes effect.

Only drone operators who hold a valid UA Operator Permit (UA OP) can apply to buy UA trackers through the eSOMS portal.

You must not provide false or misleading information to the authorities when applying for drone-related permits, licences, or registrations.

After passing your practical assessment, wait three days before applying for your UAPL on the CAPELS website. Make sure your theory test has not expired (it is valid for 24 months).

If you need to apply for a permit to fly, you must use the official application form, provide all required details, and pay the application fee.

If you are flying a drone weighing 7 kg or less outdoors for educational purposes under Class 2 conditions, you must have a Class 2 activity permit.

If you fly a drone indoors for organized sports, flying displays, or events with over 50 people, CAAS requires you to have both an Operator Permit (OP) and a Class 1 Activity Permit (AP1).

You can get a single Activity Permit for multiple flight locations if they are close to each other, but you must apply for separate permits if the locations are far apart or the flight activities differ.

If you modify your drone (hardware, software, or components) after CAAS has approved its configuration, you must apply for a variation of your Operator Permit before flying it.

If you want to transmit flight telemetry data directly without using a physical UA tracker, you must email your request to CAAS at CAAS_CFMS_Helpdesk@caas.gov.sg.

Your drone's flight control system must keep the aircraft within safe flight limits, allow you to take manual control at any time (unless the connection is completely lost), run self-tests, and verify any incoming data before using it.

For BVLOS operations, CAAS expects your drone's critical structures to handle static loads with a safety factor of 1.25 and dynamic loads with a factor of 1.5. Higher safety factors apply to specific parts like control hinges, joints, and composite materials.

You must prove how you will keep your drone inside your designated flight area at all times, whether by using physical barriers like nets or tethers, or software limits like geo-fencing.

For medium-risk operations, the drone system must be designed so that the chance of a catastrophic failure is extremely low—specifically, no more than once in every one million flight hours.

For high-risk operations, you must show CAAS that your drone's software and firmware meet recognized international standards (like RTCA/DO-178C). If you use alternative standards, you must prove they are just as safe.

If you want to fly BVLOS, CAAS may require you to show extra knowledge and experience beyond standard line-of-sight pilot qualifications, specific to your drone and mission.

Training schools should have drones of various weights, including at least one drone weighing 1 kg or more, and another weighing between 15 kg and 25 kg, so students can experience different flight characteristics.

Training schools must notify CAAS of major changes (like new courses or locations) and cannot implement changes to their exposition document (like procedures or key staff) until CAAS formally accepts them.

If you are an approved training provider, your online basic training quiz must have at least 50 questions in its pool. Trainees must answer 20 randomly selected questions and get all 20 correct to pass, with any wrong answers triggering a new question from the pool.

A drone training school must appoint three key roles: an Accountable Manager, a Head of Training, and a Quality Manager. To prevent conflicts of interest, the Accountable Manager and Quality Manager cannot also work as instructors or examiners.

Your training school should nominate two instructors to act as official flight examiners. Once approved by CAAS, their examiner status is valid for up to 24 months.

To become a drone flight examiner, you must be at least 21, hold a full drone pilot license (UAPL) without restrictions, complete induction training from both your school and CAAS, and pass a practical flying test conducted by CAAS.

To renew your flight examiner status, you must keep your drone license active, conduct at least 12 tests during your 2-year term (with at least 2 tests every six months), attend a refresher briefing, and pass another practical test.

You do not need a basic training certificate or pilot license to fly a drone indoors inside a private home, at a private test site, or in other non-public indoor spaces, as long as it is not for a large event (over 50 people), organized sport, or flying display.

When you complete your Class B refresher training, it must be observed, documented, and signed off by either an organizational supervisor (like a quality manager) or another pilot who is currently certified on that specific drone.

Your training school must prove it has enough qualified staff, classrooms, and drones to run courses. CAAS inspectors may visit your facilities to verify this before granting approval.

During your practical flight test for the drone pilot licence, you must prove you can fly smoothly using manual controls without relying on GPS or automatic stabilization systems.

Drone training schools (UATOs) must apply for renewal at least 2 months before their approval expires. They must submit updated training materials, instructor lists, course records, and internal audit results.

If you let all the ratings on your drone pilot licence expire, your licence becomes completely invalid. To fly again, you will have to start the application process over, including passing the theory test and practical exams.

If you hold a Class B drone licence, you must complete refresher training every year for each of your ratings. This training can be run by a training school or your employer, and must be detailed in your employer's operations manual.

An Authorised Flight Examiner authorisation is valid for a maximum of 2 years before it must be renewed.

Operator permit holders must have procedures to assess and train their pilots, and must ensure all their pilots hold a valid UA pilot licence for the class of drone being flown.

If you want to apply to become an approved UA basic training organization, you must submit your application at least 2 months before you plan to start training.

You cannot provide basic training for unmanned aircraft (UA) pilots unless you are officially approved by the Authority as a UA basic training organization.

If you are under the minimum age, you can only fly a drone weighing between 1.5 kg and 7 kg for fun or school if you are supervised by someone who is of age and has a basic training certificate or pilot licence.

A UA basic training organization approval is valid for a maximum of one year before it must be renewed.

If you fly a drone weighing between 1.5 kg and 7 kg for fun or school, you must meet the minimum age requirement and hold either a UA basic training certificate or a valid UA pilot licence.

You are not allowed to take the drone pilot licence theory test more than twice in a single month.

To become an Authorised Flight Examiner (AFE), you must be at least 21 years old, hold a valid drone pilot licence, and pass the required training and practical evaluation conducted by the CAAS.

To supervise an underage drone pilot, you must meet the minimum age requirement and hold either a UA basic training certificate or a valid UA pilot licence.

You cannot take the practical flight assessment unless you have already passed the theory test and that pass is still valid.

To pass your drone pilot license practical exam, you must perform all required maneuvers to the satisfaction of the authorized examiner.

If your drone weighs more than 25 kg, you must submit a pilot training program as part of your permit application. This program must include a refresher training session at least once a year for all pilots.

Your theory test pass is valid for 24 months. If you do not pass, you are limited to a maximum of two attempts per month.

Approved training schools must issue a certificate to every student who successfully completes their basic drone training course.

CAAS guidelines state that instructors with limitations on their drone pilot license (UAPL) can only teach theory, while those without limitations can teach both theory and practical flight training.

To pass the drone pilot licence theory exam, you must get a score of 75% or higher.

The Head of Training must be a licensed drone pilot and instructor at the school. The Quality Manager must either have two years of quality assurance experience or have completed a quality assurance course approved by CAAS.

To change your training school approval or exposition document, you must submit an application online through the CAAS ESOMS portal and pay the required fee.

If your training school offers Class A rotorcraft training, you must provide training and practical testing for both multi-rotor drones and traditional helicopters.

Training schools are normally limited to having two Authorised Flight Examiners, but you can write to CAAS to request more if your student testing demand increases.
