When flying near people, you cannot classify them as 'involved persons' simply by putting a warning on their tickets, sending an email, or making a PA announcement. They must actively understand the risks and know how to follow safety instructions.

When filming with a UAS at a large-scale music festival or public event... it is not sufficient for the audience or anyone present to be informed of the UAS filming through any of the following means: (1) A public address system, (2) A statement on the ticket (3) In advance by email or text message. These types of communication channels do not satisfy the points above. In order to be considered an involved person, the person should be made aware of the possible risk(s) involved and is able to carry out safeguards in place
