제2항 본문에 따른 비행승인 대상이 아닌 경우라 하더라도 다음 각 호의 어느 하나에 해당하는 경우에는 제2항의 절차에 따라 국토교통부장관의 비행승인을 받아야 한다. 1. 제68조제1호에 따른 국토교통부령으로 정하는 고도 이상에서 비행하는 경우 2. 제78조제1항에 따른 관제공역ㆍ통제공역ㆍ주의공역 중 관제권 등 국토교통부령으로 정하는 구역에서 비행하는 경우
