in providing any information so required under paragraph (1), makes a statement which the person knows to be false, or recklessly makes a statement which is false, shall be guilty of an offence and shall be liable on conviction — (c) for a first offence, to a fine not exceeding $20,000; and (d) for a second or subsequent offence, to a fine not exceeding $40,000 or to imprisonment for a term not exceeding 15 months or to both.
