A foreign commercial operator from a country without a qualifying free trade agreement may apply to Transport Canada for a temporary exemption in order to conduct commercial drone operations in Canada. Transport Canada assesses such applications case by case and approval is not guaranteed; a Special Flight Operations Certificate (SFOC-RPAS) may be required instead.
