Het overvliegen van een openbare instelling en/of elke vlucht binnen een laterale buffer van vijftig meter rondom deze openbare instelling gelegen in de geografische UAS-zone bedoeld in het eerste lid is onderworpen aan het verkrijgen van een voorafgaande vluchtvergunning van de betrokken openbare instelling.
