① 항공업무에 종사하려는 사람은 국토교통부령으로 정하는 바에 따라 국토교통부장관으로부터 항공종사자 자격증명(이하 "자격증명"이라 한다)을 받아야 한다. 다만, 항공업무 중 무인항공기의 운항 업무인 경우에는 그러하지 아니하다.
