법 제32조제2항 본문에 따라 사업계획을 변경하려는 자는 별지 제14호서식의 변경인가 신청서에 변경하려는 사항에 관한 명세서를 첨부하여 지방항공청장[초경량비행장치사용사업의 경우에는 「한국교통안전공단법」에 따라 설립된 한국교통안전공단(이하 "한국교통안전공단"이라 한다) 이사장을 말하며, 이하 이 조와 제35조부터 제39조까지에서 같다]에게 제출해야 한다.
