sheltered operation means an operation of a remotely piloted aircraft that is not in visual line-of-sight and during which the aircraft remains at a distance of less than 200 feet (61 m), measured horizontally, from a building or structure and at an altitude no greater than 100 feet (30 m) above that building or structure.
