(ⅲ)第三者賠償責任保険に加入したうえで、無人航空機操縦者技能証明を保有する者が、5-4(1)d)ウ)(ⅲ)に定める方法に従い、機体に取り付けられたカメラを活用することにより、補助者や看板の配置などの立入管理措置をせずに、移動中の車両、列車又は船舶の上空を通過する場合を含む道路、鉄道又は船舶航路を一時的に横断する飛行(レベル 3.5 飛行)を行い、かつ、以下の要件に適合すること。
