二法第百三十二条の八十六第二項第四号に掲げる方法であつて、次のいずれにも該当するものであること。イ飛行の方法に応じ必要な機能及び性能を有するものとして国土交通大臣が定める基準に適合する無人航空機を飛行させること。ロ法第百三十二条の八十六第二項第一号から第三号までに掲げる方法によらずに飛行させる場合にあつては、総重量二十五キログラム未満の無人航空機を飛行させること。ハ無人航空機を飛行させる者が、当該無人航空機を安全に飛行させるために必要な知識及び能力として飛行の方法に応じ国土交通大臣が定めるものを有していること。ニ無人航空機を飛行させる者その他の関係者が所有又は管理する土地であつて、現に農業の用に供されている農地又は現に林業の用に供されている森林（これらに隣接し、かつ、これらと一体となつて農林業の用に供されている農業用道路その他の土地を含む。）の区域内において、地表若しくは水面又は農作物（樹木及び農林産物を含む。）の上端から四メートル以下の高さの空域において飛行させること。
