Reglugerð þessi mælir fyrir um starfrækslu ómannaðra loftfara og ómannaðra loftfarskerfa. Reglugerðin gildir um flug ómannaðra loftfara (dróna) á Íslandi og innan íslenskrar lofthelgi. Lögreglu, Landhelgisgæslu, Almannavörnum og viðbragðsaðilum á þeirra vegum er heimilt að víkja frá kröfum sem snúa að umsókn um leyfi og framkvæmd áhættumats í störfum sínum þegar aðstæður krefjast þess.
