道路、鉄道又は船舶航路の移動中の車両、列車又は船舶の上空を通過する場合には、以下の内容を満たしていることを確認する。 ・飛行させる無人航空機に対応した現に有効な無人航空機操縦者技能証明（目視内飛行等に係る限定解除を受けたもの）を保有していること。 ・第三者の負傷や交通障害等の不測の事態が発生した場合に十分な補償が可能な第三者賠償責任保険に加入していること。
