Liegt kein Verdacht auf eine vorsätzliche oder grob fahrlässige Begehung einer Verwaltungsübertretung vor, so ist ein Verfahren wegen einer Verwaltungsübertretung gegen eine Person nicht einzuleiten, wenn der Verdacht ausschließlich auf Grund einer von dieser Person erstatteten Meldung eines Ereignisses gemäß § 136 bekannt geworden ist.
