If you already hold a drone pilot license and are applying for a different license class or changing your license limitations (such as adding night or BVLOS flight categories), you can apply to skip the written exam if you have already passed an equivalent or higher written exam.

Requirement as structured

When a person holding a competency certificate applies for a different qualification or a change in certificate limitations (技能証明の限定の変更), they may be exempted from the written examination upon application if the exam is identical to the one already passed and is recognized by the Minister of Land, Infrastructure, Transport and Tourism as equivalent or higher.

現に有する資格以外の資格の技能証明、技能証明の限定の変更を申請する者に対する学科試験にあつては、申請により、既得の技能証明に係る学科試験と同一のものであつて国土交通大臣が同等又はそれ以上と認めたものについては、これを行わない。
