法第百三十二条の四十六第五項の国土交通省令で定める要件は、技能証明を保留された者のその理由とされる事由に関し専門的な知識を有する医師（認知症である者に該当して技能証明を保留された者にあつては、認知症に関し専門的な知識を有する医師又は当該事由に係る主治の医師）が作成した診断書であつて、法第百三十二条の四十六第一項第一号及び第二号に該当しないと認められるかどうかに関する当該医師の意見（認知症である者に該当して技能証明を保留された者にあつては、診断に係る検査の結果及び認知症に該当しないと認められるかどうかに関する当該医師の意見）が記載されているものであることとする。
