In plain language

You cannot fly BVLOS in Finland under the Open category. Practical routes are: an STS-02 declaration with a C6 aircraft over a controlled ground area, or a full operational authorisation from Traficom based on SORA. Traficom expects an operations manual, crew training records, C2 link and contingency analysis, and separately arranged airspace coordination with ANS Finland where the operation touches controlled airspace or a UAS geographical zone.

Where an operation does not meet the 'open' category requirements — as is the case for BVLOS — the UAS operator must obtain an operational authorisation from Traficom as the competent authority of the Member State of registration, and must perform a risk assessment and submit it with the application, including adequate mitigating measures.

When applying to a competent authority for an operational authorisation pursuant Article 12, the operator shall perform a risk assessment in accordance with Article 11 and submit it together with the application, including adequate mitigating measures.
