Für die Erteilung einer Betriebsgenehmigung in der Betriebskategorie „speziell“ nach Artikel 5 Absatz 1 in Verbindung mit Artikel 12 Absatz 1 bis 4 und Teil B des Anhangs der Durchführungsverordnung (EU) 2019/947 ist die Luftfahrtbehörde des Landes zuständig, es sei denn, es geht um die Erteilung einer Betriebsgenehmigung nach Artikel 5 Absatz 4 Buchstabe b der Durchführungsverordnung (EU) 2019/947.
