航空法第 132 条の 92 の適用を受けた場合は、特例適用者の責任において、航空機並びに地上及び水上の人及び物件の安全を確保する必要があるため、あらかじめ航空局通達「無人航空機の飛行に関する許可・承認の審査要領...」を参考に、捜索、救助等の目的に応じた無人航空機の運用方法をマニュアルに定め、当該マニュアルに基づき安全な飛行を行うことが望ましい。
