Requirement as structured

An operator may fly an unregistered unmanned aircraft for recreational purposes within an area managed by a takeoff and landing site management organization, provided the organization submits a prior notification to the Minister of Land, Infrastructure, Transport and Tourism and the flight meets safety conditions, including constant visual line of sight.

三　無人航空機の離陸場所又は着陸場所（以下この条において「離着陸場所」という。）を管理する団体（無人航空機の飛行の安全を確保できるものとして国土交通大臣が定める要件に該当するものに限る。以下この条において「離着陸場所管理団体」という。）が、次に掲げる要件のいずれにも該当する飛行を行うことにつき、あらかじめ国土交通大臣に届け出ている場合 イ　娯楽を目的として行うものであること。 ロ　管理する離着陸場所周辺の区域において行うものであること。 ハ　離着陸場所管理団体に所属する者が行うものであること。 ニ　飛行以外の機能を有しない機体であつて、当該機体及びその周囲の状況を目視により常時監視して飛行させるものであることその他の国土交通大臣が定める要件に該当するものによつて行うものであること。
