When flying under VFR over densely populated areas or outdoor crowds in Finland, you must maintain an altitude of at least 300 meters (1,000 feet) above the tallest obstacle within a 600-meter radius of your aircraft, unless taking off, landing, or operating under aviation regulation OPS M1-15.
