If you fly a drone under conditions that violate your pilot license limitations, or if you fail to carry your physical drone pilot license with you during a flight that requires it, you can be fined up to 500,000 yen.

Requirement as structured

A fine of up to 500,000 yen shall be imposed on any person who conducts a Specified Flight (特定飛行) in violation of pilot license conditions or limitations (Article 132-43, Paragraph 2), or fails to carry their pilot certificate during a Specified Flight (Article 132-44, Paragraph 2).

第百五十七条の九　次の各号のいずれかに該当するときは、その違反行為をした者は、五十万円以下の罰金に処する。 七　第百三十二条の四十三第二項の規定に違反して、特定飛行を行つたとき。 八　第百三十二条の四十四第二項の規定に違反して、特定飛行を行つたとき。
