Disqualifying Medical Conditions (Bipolar Disorder, Sleep Disorders, Dementia, and Other Impairments)

You may be denied a drone pilot license or have it suspended if you have bipolar disorder (affecting safe flight), severe sleep disorders causing extreme daytime sleepiness, dementia, or any other medical condition that impairs your ability to safely control a drone.

Requirement as structured

The illnesses specified by the Ordinance of the Ministry of Land, Infrastructure, Transport and Tourism under Article 132-46, Paragraph 1, Item 1 (c) of the Act are: (1) manic-depressive illness / bipolar disorder (そう鬱病) (including mania and depression, but excluding cases without symptoms that could impair cognitive, predictive, judgmental, or operational abilities required for safe piloting); (2) sleep disorders presenting severe sleepiness symptoms (重度の眠気の症状を呈する睡眠障害); (3) dementia (認知症) as defined in the Long-Term Care Insurance Act; and (4) any other illness presenting symptoms that could lead to a lack of cognitive, predictive, judgmental, or operational abilities required for safe piloting.

3　法第百三十二条の四十六第一項第一号ハの国土交通省令で定める病気は、次に掲げるとおりとする。 一そう鬱病（そう病及び鬱病を含み、無人航空機の安全な操縦に必要な認知、予測、判断又は操作のいずれかに係る能力を欠くこととなるおそれがある症状を呈しないものを除く。） 二重度の眠気の症状を呈する睡眠障害 三介護保険法（平成九年法律第百二十三号）第五条の二第一項に規定する認知症（以下単に「認知症」という。） 四前三号に掲げるもののほか、無人航空機の安全な操縦に必要な認知、予測、判断又は操作のいずれかに係る能力を欠くこととなるおそれがある症状を呈する病気
