You need air traffic control approval to fly a drone inside a Control Zone (CTR). However, you do not need approval if your drone weighs less than 250 grams and you fly no higher than 30 meters (approx. 100 feet) above the ground.

(6) Der Betrieb von unbemannten Luftfahrzeugen und selbständig im Fluge verwendbarem zivilen Luftfahrtgerät (sofern nicht gemäß § 128 LFG verboten) innerhalb von Kontrollzonen ist nur mit Zustimmung der in Betracht kommenden Flugverkehrskontrollstelle zulässig.
