§4.2.1–4.2.2Version 1Effective -Verified 4 October 2026

In plain language

Under AESA guide UAS-OPR-P01-GU14 Ed.01, sections 4.2.1–4.2.2, an operator applying to AESA for an operational authorisation for higher-airspace (HAO) UAS operations in the specific category must prepare and provide with the application: a locations document giving the geographic coordinates of each operational volume (flight geography and contingency volume) and the ground and air risk buffers (if applicable) as a separate .kmz or .kml file; the compliance matrix (A4); the general Operations Manual; the Concept of Operations document annexed to the Operations Manual; the necessary declarations or justifications where mitigations are applied to reduce intrinsic ground risk (SORA Step #3); for the required containment robustness, the declarations or DVR depending on the level; and responsible declarations or justifications that the required integrity level has been reached for all applicable operational safety objectives. The coordination agreement with the ATSP is requested in the final inspection phases and is not submitted with the application. For operations above SAIL III, additionally and before applying: at SAIL IV the operator has a safety management system following ICAO Annex 19 principles (for example a LUC under Part C of Regulation (EU) 2019/947, an AOC under Regulation (EU) 965/2012 or equivalent, or, for a design or production organisation, an approval under Subpart J or P of Annex I (Part 21) to Regulation (EU) 748/2012), and compliance with the SORA design provisions (design-related OSOs, design-linked mitigations and containment) is demonstrated by an EASA design verification report (DVR); at SAIL V and VI the operator has a safety management system following ICAO Annex 19 principles and compliance with the SORA design provisions is demonstrated by an EASA type certificate (TC) under Annex I (Part 21) to Regulation (EU) 748/2012.
