何人も、前項第一号の空域又は同項第二号の空域(立入管理措置を講ずることなく無人航空機を飛行させる場合又は立入管理措置を講じた上で国土交通省令で定める総重量を超える無人航空機を飛行させる場合に限る。)においては、同項に規定する場合に該当し、かつ、国土交通大臣がその運航の管理が適切に行われるものと認めて許可した場合でなければ、無人航空機を飛行させてはならない。
