You can only claim a sheltered environment risk reduction if your drone is under 25 kg, flies no faster than 174 knots, and the operation is in an area where people are inside buildings.

EASA accepts a claim of ground risk reduction due to a sheltered operational environment if the UA is less than 25 kg, does not fly above 174 knots, and most non-involved persons are reasonably expected to be inside a building.

Original regulatory text

If the applicant claims a reduction, due to a sheltered operational environment, the applicant: (a) uses a UA of less than 25 kg and not flying above 174 knots4, and (b) demonstrates that although the operation is conducted in a populated environment, it is reasonable to consider that most of the non-involved persons will be located within a building5.
