Gebiete mit Flugbeschränkungen dürfen durchflogen werden, soweit die Beschränkungen dies zulassen oder das Bundesaufsichtsamt für Flugsicherung allgemein oder die zuständige Flugverkehrskontrollstelle im Einzelfall den Durchflug genehmigt hat. Die Genehmigung kann mit Nebenbestimmungen versehen werden. Sie kann insbesondere mit Auflagen verbunden werden.
