In other controlled airspace, you need prior air traffic control agreement once you fly at 50 metres above the surface or higher. Below 50 metres this particular agreement requirement does not apply.

Requirement as structured

Open-category and aeromodelling-association flights inside controlled airspaces other than those listed at Annexe II, 3° require the prior agreement of the body providing the air traffic control service where the flight is at a height greater than or equal to 50 metres above the surface. This does not apply within an activity for which an activity location has been established (Article 5, 5°).
