被災地の孤立地域等への医薬品、衛生用品、食料品、飲料水等の生活必需品の輸送、危険を伴う箇所での調査・点検のほか、住民避難後の住宅やその地域の防犯対策のための無人航空機の飛行も含め、人命の危機又は財産の損傷を回避するための措置として、航空法第 132 条の 92 に該当する飛行として取り扱うものとする。
