2 前項の規定は、次に掲げる小型無人機等の飛行(第二条第一項第三号及び第四号に掲げる対象施設及びその指定敷地等の上空において行うものにあっては、第一号に掲げるものに限る。)については、適用しない。 一 対象施設の管理者又はその同意を得た者が当該対象施設に係る対象施設周辺地域の上空において行う小型無人機等の飛行 二 土地の所有者若しくは占有者(正当な権原を有する者に限る。)又はその同意を得た者が当該土地の上空において行う小型無人機等の飛行 三 国又は地方公共団体の業務を実施するために行う小型無人機等の飛行
