Even if you qualify for an exemption to fly near an important facility, you must submit a notification in advance to the Prefectural Public Safety Commission and other relevant authorities (such as the airport administrator, Coast Guard, or facility administrator) before flying.

３　前項に規定する小型無人機等の飛行を行おうとする者は、国家公安委員会規則（第二号及び第四号に定める者への通報については国土交通省令、第三号に定める者への通報については防衛省令）で定めるところにより、あらかじめ、その旨を当該小型無人機等の飛行に係る対象施設周辺地域を管轄する都道府県公安委員会及び次の各号に掲げる当該対象施設周辺地域の区分に応じ当該各号に定める者に通報しなければならない。ただし、第二条第一項第三号に掲げる対象施設及びその指定敷地等の上空において前項第一号に掲げる小型無人機等の飛行を行う場合であって、当該通報を行うことが困難な場合において、当該対象施設の管理者が、防衛大臣が警察庁長官に協議して定めるところにより、当該小型無人機等の飛行の識別を容易にするため必要な当該通報に代わるべき措置をとるときは、この限りでない。
