If you will be living outside Japan during your entire drone pilot license renewal window, you can apply to renew your license early by providing proof of your overseas stay.

Requirement as structured

A holder of a Remote Pilot Competency Certificate (無人航空機操縦者技能証明) who will reside outside of Japan for the entire duration of their renewal period may apply for renewal of the certificate prior to the renewal period by submitting documents proving this fact.

第二百三十六条の五十九　第二百三十六条の五十七第一項の規定にかかわらず、同項の規定により技能証明の有効期間の更新を申請することができる期間（以下この条において「更新期間」という。）の全期間を通じて本邦以外の地に滞在する者は、その事実を証明する書類を添えて、当該更新期間前に当該技能証明の有効期間の更新を申請することができる。
