ただし、当該施設上空の飛行が必要な場合は、飛行経路を当該施設内に限定した上で、一定の広さのある場所を飛行させる等、当該施設の管理者等と安全を確保するために必要な体制について調整を行ったのちに飛行する。また、経路下における第三者の立ち入りについて制限を行い、第三者の立ち入り等が生じた場合は、速やかに飛行を中止する
