In an emergency such as a disaster, you do not need to submit a written notification 48 hours in advance. Instead, you can verbally notify the airport administrator immediately before starting your drone flight.

Requirement as structured

In the event of disasters or other urgent and unavoidable circumstances, the notification to the target airport administrator regarding the flight of a small unmanned aircraft in the surrounding area of a target airport may be made orally immediately before starting the flight, notwithstanding the standard advance notification requirements.

第八条　法第十条第三項の規定による対象空港管理者への通報は、前三条の規定にかかわらず、災害その他緊急やむを得ない場合においては、小型無人機等の飛行を開始する時間の直前までに、次の各号に掲げる者ごとに当該各号に定める事項を当該小型無人機等の飛行に係る対象施設周辺地域の対象空港管理者に対して口頭で行うことで足りる。 一操縦者のうち対象空港管理者等第五条第一項各号に掲げる事項 二操縦者のうち対象空港管理者等以外の者第五条第二項において準用する同条第一項各号に掲げる事項並びに小型無人機等の飛行について同意をした対象空港管理者等の氏名、住所及び電話番号 三公務操縦者第六条第一号に規定する事項
