For a Trafikstyrelsen permit to deviate from the HEMS distance limits in § 10(1)-(2), the condition in § 10(3), no. 2 (that a commercial operation is necessary and its purpose would be substantially lost, made more expensive or otherwise impaired if carried out other than by drone) does not apply if the hospital where the HEMS airfield is located has ordered the task.
