Refusal or Suspension of Remote Pilot Certification

You may be denied a drone pilot certificate or have its issuance suspended for up to six months if you have certain medical conditions, drug or alcohol addiction, past aviation law violations, or a history of unsafe drone operations.

The Minister of Land, Infrastructure, Transport and Tourism may refuse to issue or may suspend for a period of up to six months a Remote Pilot Certificate (技能証明) if the applicant has certain mental or physical illnesses, substance addiction, has violated aviation laws/orders, or has committed misconduct or gross negligence in operating unmanned aircraft.

国土交通大臣は、次条第一項の試験に合格した者（当該試験に係る身体検査を受けた日から起算して国土交通省令で定める期間を経過していない者に限る。）に対し、技能証明を行わなければならない。ただし、次の各号のいずれかに該当する者については、国土交通省令で定めるところにより、技能証明を行わず、又は六月以内において期間を定めて技能証明を保留することができる。 一次に掲げる病気にかかつている者 イ幻覚の症状を伴う精神病であつて国土交通省令で定めるもの ロ発作により意識障害又は運動障害をもたらす病気であつて国土交通省令で定めるもの ハイ又はロに掲げるもののほか、無人航空機の飛行に支障を及ぼすおそれがある病気として国土交通省令で定めるもの 二アルコール、麻薬、大麻、あへん又は覚醒剤の中毒者 三第五項の規定による命令に違反した者 四この法律若しくはこの法律に基づく命令の規定又はこれらに基づく処分に違反する行為をした者 五無人航空機を飛行させるに当たり、非行又は重大な過失があつた者
