If you are registered as a drone operator in another EU country and want to fly in Portugal, you must submit a Cross Border Operation (CBO) application form and your authorization documents to ANAC via email.

UAS operators registered in another EU country intending to operate in Portugal must apply for a Cross Border Operation (CBO) by submitting the completed application template '4. Operações Transfronteiriças' and supporting documents (OAT, STS, or LUC) to uas.spec@anac.pt.

To apply for a CBO: a) Go to “Formulários”, fill and sign CBO application template “4. Operações Transfronteiriças / Cross border operations” ( here); b) Depending the type, authorization (OAT), declaration (STS) or certificate (LUC), assemble the application documents as referred in 2.1., 2.2. or 2.3, as applicable; c) Submit the documentation package via email uas.spec@anac.pt.
