Prior Approval for Deviating from Standard Flight Methods

If you want to fly at night, out of sight, close to people/property, over events, carry hazardous goods, or drop objects, you must apply for and receive approval from the MLIT beforehand.

To fly an unmanned aircraft without complying with the flight methods in Paragraph 2 (or items 4 to 6 if entry control measures are implemented for aircraft under the weight limit), the operator must obtain prior approval from the Minister of Land, Infrastructure, Transport and Tourism (MLIT).

3　前項に規定する場合において、同項各号に掲げる方法のいずれか（立入管理措置を講じた上で無人航空機（国土交通省令で定める総重量を超えるものを除く。）を飛行させる場合にあつては、同項第四号から第六号までに掲げる方法のいずれか）によらずに無人航空機を飛行させる者は、国土交通省令で定めるところにより、あらかじめ、その運航の管理が適切に行われることについて国土交通大臣の承認を受けて、その承認を受けたところに従い、これを飛行させなければならない。
