Definition of Reportable Serious Incidents (Risk of Accident)

You must report to the government if your drone causes any injury (that does not qualify as a major accident), if you completely lose control of the drone, or if the drone catches fire while it is flying.

Requirement as structured

The situations recognized as having a risk of causing an unmanned aircraft accident under Article 132-91 of the Act are defined as: (1) injury to a person caused by an unmanned aircraft (excluding those classified as accidents under Article 132-90, Paragraph 1, Item 1 of the Act); (2) loss of control of the unmanned aircraft; and (3) fire of the unmanned aircraft occurring during flight.

第二百三十六条の八十六　法第百三十二条の九十一の国土交通省令で定める事態は、次に掲げる事態とする。 一無人航空機による人の負傷（法第百三十二条の九十第一項第一号に掲げる人の死傷を除く。次条第十二号において同じ。） 二無人航空機の制御が不能となつた事態 三無人航空機が発火した事態（飛行中に発生したものに限る。）
