If you experience a near-miss with another aircraft or any other serious incident that could have caused an accident while flying your drone, you must report it to the Ministry of Land, Infrastructure, Transport and Tourism (MLIT).
Requirement as structured
A person who operates an unmanned aircraft must report to the Minister of Land, Infrastructure, Transport and Tourism, in accordance with the Ordinance of the Ministry of Land, Infrastructure, Transport and Tourism, if they recognize that there was a risk of collision or contact with an aircraft during flight, or that any other situation specified by the Ordinance of the Ministry of Land, Infrastructure, Transport and Tourism with a risk of causing an accident has occurred.

第百三十二条の九十一 無人航空機を飛行させる者は、飛行中航空機との衝突又は接触のおそれがあつたと認めたときその他前条第一項各号に掲げる事故が発生するおそれがあると認められる国土交通省令で定める事態が発生したと認めたときは、国土交通省令で定めるところにより国土交通大臣にその旨を報告しなければならない。
