Ova Naredba o zrakoplovnoj sigurnosti (u daljnjem tekstu Naredba) primjenjuje se na operatore necertificiranih sustava bespilotnih zrakoplova, koji na njih namjeravaju ugraditi i koristiti transponder tijekom izvođenja letačkih operacija u zračnom prostoru Republike Hrvatske.
