Requirement as structured

The Minister of Land, Infrastructure, Transport and Tourism may refuse to issue a Remote Pilot Competency Certificate (無人航空機操縦者技能証明) or suspend its issuance for a specified period of up to six months for applicants falling under Article 132-46, Paragraph 1, Item 1 or 2 of the Act, refusing it outright unless they are expected to cease falling under those disqualifying items within six months.

第二百三十六条の四十二　法第百三十二条の四十六第一項第一号又は第二号のいずれかに該当する者については、次に掲げる基準に従い、技能証明を行わず、又は六月以内において期間を定めて技能証明を保留することができる。 一　法第百三十二条の四十六第一項第一号又は第二号のいずれかに該当する場合（次号の場合を除く。）には、技能証明を行わないものとする。 二　六月以内に法第百三十二条の四十六第一項第一号及び第二号のいずれにも該当しないこととなる見込みがある場合には、技能証明を保留するものとする。
