Comprehensive safety guidelines should include certain criteria that recreational flyers should consider in ascertaining whether they are fit for flight prior to conducting any limited recreational aircraft operation. For example, in their guidelines, CBOs can address operating a UA, serving as a VO, or participating in the operation of a UA if the person knows, or has reason to know, that they have a physical or mental condition that would interfere with the safe operation of the UA.
