- Who must report, and to whom, is set by Article 4 of Regulation (EU) No 376/2014, which this source does not contain. Drone Assistant does not determine whether a particular operation needs a certificate or declaration for design; open-category flights and specific-category operations without such a certificate or declaration are not covered by this Annex VI list (recital 7, a recital, not an operative provision). Article 19(2) of Regulation (EU) 2019/947 (operator duty to report safety occurrences under Regulation (EU) No 376/2014) is unchanged.
