Emergency Duty Airspace is a category of airspace the government can designate to protect aircraft performing search, rescue, or other emergency duties. This clause defines/designates the category; it does not itself state a prohibition on others flying there.

Emergency Duty Airspace (緊急用務空域) is airspace designated by the Minister of Land, Infrastructure, Transport and Tourism under Article 236-71, Paragraph 1, Item 4, covering airspace used by aircraft of MLIT, the Ministry of Defense, the National Police Agency, prefectural police, or municipal fire departments performing search, rescue, or other emergency duties, where such designation is necessary to ensure the safety of those aircraft.
