Coverage: Malaysia coverage is limited to three reviewed CAAM guidance points (the authority's UAS webpage explaining the Civil Aviation Regulations 2016, not the gazetted text): CAAM authorisation is needed to fly in class A, B, C or G airspace (including uncontrolled class G), within an aerodrome traffic zone or above 400 feet; camera or surveillance drones need authorisation to fly within 150 m of residential, commercial, industrial or recreational areas, over crowds of more than 1,000 people, or within 50 m of people, vehicles, vessels or structures; and other agencies may also need to approve (JUPEM for aerial photo or mapping drones, plus separate authorisation in Sabah and Sarawak). The regulation text and its amendments, CAD 6011, Standard Authorisation to Fly procedures and deadlines, drones over 20 kg, CGSO protected places and other agencies' own requirements are not covered. Drone Assistant does not check airspace class or any location; apply to CAAM (drone.atf@caam.gov.my) before flying.

Authorisations and permits

  • CAAM guidance on Civil Aviation Regulations 2016 regulation 140 states that flying an unmanned aircraft system in class A, B, C or G airspace, within an aerodrome traffic zone, or higher than 400 feet from the ground is not allowed unless authorized by the Authority (application in accordance with regulation 189), that dropping any object from a drone is prohibited, and that although class G is uncontrolled airspace a UAS still cannot be flown there without authorisation from the Authority.

  • CAAM guidance states that if the UA is capable of surveillance and measuring activities (such as aerial photo, aerial mapping or Lidar) the UAS operator must seek an approval from the Department of Survey and Mapping Malaysia (JUPEM), that additional authorisation is required for UA operations in Sabah (Wisma Tanah dan Ukur Sabah) and in Sarawak (Office of Premier of Sarawak), and that an Authorisation To Fly applicant must contact the other agencies before applying to CAAM.

  • CAAM guidance on Civil Aviation Regulations 2016 regulation 143 states that, without authorization from the Authority, a small unmanned surveillance aircraft must not be flown over or within 150 meters of any designated area (any area used for residential, commercial, industrial, or recreational purposes), over an open-air assembly of more than 1,000 people, or within 50 meters of any vessel, vehicle, structure, or person, except during take-off and landing when the distance should be 30 meters.
