Drone Regulation Index 2026 — methodology
Scores are produced by a frozen deterministic engine. Each metric is a pure function of structured regulatory dimensions; no language model interprets, weights or writes any part of a score. The same corpus always produces the same Index.
A higher score never means less regulated. It means the rules, as published, are more proportionate, more navigable and more reachable for an operator who intends to comply.

Eligibility and publication
A market is indexed only when at least 80% of applicable measures resolve, every pillar independently reaches 60%, and at least 98% of its corpus is publicly servable. Markets that miss a gate are shown as provisional, with the reasons.
This is not a league table. Markets are grouped into tiers and listed alphabetically inside each tier; we publish no position, no ordering within a tier and no country-versus-country winner.
Scores inside the equivalence window are treated as the same result. The window is the largest movement any market's score shows across plausible alternative pillar weightings, so any smaller difference sits inside the model's own uncertainty. The window is currently 5 points.
Every measured statement links to the regulatory provision it was derived from. Where a citation names a parent-framework instrument, that instrument applies directly in the market shown.
Unresolved means our corpus does not currently express the rule in a machine-resolvable way. It is a statement about our data, never a finding that the activity is permitted or prohibited.

Proportionate everyday duties, a reachable route to advanced operations, and administration and airspace access that a compliant operator can navigate.
- Established
A complete and workable framework, with either the advanced-operations route or the administrative path carrying more friction than the leading group.

The framework is in place, but several of the measured pathways are gated, narrow or hard to navigate for an operator seeking to comply.
